The short story is that you need to get Subversion to store the server certificate into the proper configuration directory.
After I gave that, Tortoise updated the folder, and when I tried interacting with the server via the command line, that was just fine, too. I said yes permanently. I got a window asking if I trusted the server. Then it asked me for my username and password. Tortoise handled everything perfectly.

Digests are created using the dgst option. I suggest running openssl dgst -h to see which digests are actually available. I’ve seen several systems on which the OpenSSL dgst(1) man page does not accurately report the digest functions available via the local openssl binary.
